ABOUT THE OFFICE OF HUMAN TRAFFICKING PREVENTION
The Office of Human Trafficking Prevention serves as a lead governmental agency responsible for coordinating and implementing statewide efforts to prevent human trafficking and to address the needs of survivors. The Office is also tasked with coordinating resources of public-private entities that develop, manage, and operate supportive services for human trafficking victims. The Office utilizes a survivor-informed and trauma-informed approach to guide its work and follows the nationally recognized framework of the 4-P’s to combat human trafficking: Prevention, Protection, Prosecution, and Partnerships. The Office also provides leadership and oversight of The Louisiana Human Trafficking Prevention Commission and Advisory Board and the Missing and Murdered Indigenous Women and Girls Taskforce (MMIWG).
OUR OBJECTIVES
- Statewide data collection and reporting of investigations and victim services
- Identify and research best practices
- Assess and evaluate human trafficking activity and hot spots
- Develop and implement a comprehensive strategic plan to prevent human trafficking and address the needs of victims
- Increase public awareness through education, outreach and training
- Build a statewide network and care coordination model

LOUISIANA HUMAN TRAFFICKING PREVENTION COMMISSION AND ADVISORY BOARD
In 2017, the Louisiana Legislature passed a bill to create the Human Trafficking Prevention Commission and Advisory Board (also referred to as the Commission and Advisory Board) to oversee statewide efforts of human trafficking prevention. The Commission reviews current anti-human trafficking efforts, identifies gaps in prevention and intervention services, and promotes upcoming training and public awareness opportunities. The Advisory Board assists the Commission by providing input from the perspectives of survivor-serving agencies, victim advocates, and survivors. Each year, the Commission puts forth a report to the Governor and Legislature with recommendations from the Advisory Board and subcommittees. In 2021, the Commission and Advisory Board were placed within the Governor’s Office of Human Trafficking Prevention (OHTP). The Office of Human Trafficking Prevention provides the Commission and Advisory Board with technical assistance and support to accomplish its goals.

LOUISIANA CHILD AND YOUTH TRAFFICKING COLLABORATIVE
The Collaborative improves outcomes for child and youth victims of sex and labor trafficking using the multi-disciplinary team (MDT) model. The Louisiana Child and Youth Trafficking Collaborative (LCYTC) – “The Collaborative” is a multi-year project administered by the Governor’s Office & the Louisiana Alliance of Children’s Advocacy Centers, funded by the US Department of Justice Office for Victims of Crime.

Lighthouse
Allies Against Slavery’s Lighthouse software is now being adopted in Louisiana to screen with CSE-IT and aggregate statewide data and insights to combat human trafficking. Allies Against Slavery uses technology, data and partnerships to free people from human trafficking and protect freedom and dignity. Lighthouse is an innovative software platform built by Allies to identify trafficking victims, coordinate care, and understand trends. Lighthouse has been informed by field professionals, designed in partnership with the Office of the Texas Governor, developed by survivors, and widely deployed across Texas and Louisiana.
