Human Trafficking is a crime that involves exploiting a person for labor, services, or commercial sex.

U.S. FEDERAL DEFINITION
OF TRAFFICKING

The Trafficking Victims Protection Act of 2000 and its subsequent reauthorizations define human trafficking as:

a) Sex trafficking in which a commercial sex act is induced by force, fraud, or coercion, or in which the person induced to perform such act has not attained 18 years of age; or

b) The recruitment, harboring, transportation, provision, or obtaining of a person for labor or services, through the use of force, fraud, or coercion for the purpose of subjection to involuntary servitude, peonage, debt bondage, or slavery. (22 U.S.C. § 7102(9)).

LOUISIANA REVISED STATUTE 14:46.2

It shall be unlawful:

  • For any person to knowingly recruit, harbor, transport, provide, solicit, receive, isolate, entice, obtain, or maintain the use of another person through fraud, force, or coercion to provide services or labor.
  • For any person to knowingly recruit, harbor, transport, provide, solicit, sell, purchase, receive, isolate, entice, obtain, or maintain the use of a person under the age of twenty-one years for the purpose of engaging in commercial sexual activity regardless of fraud, force, or coercion.
  • For any person to knowingly benefit from activity
  • For any person to knowingly facilitate any of the activities by any means, including but not limited to helping, aiding, abetting, or conspiring, regardless of whether a thing of value has been promised to or received by the person.

TRAFFICKING OF CHILDREN FOR SEXUAL PURPOSES

It shall be unlawful:

  • For any person to knowingly recruit, harbor, transport, provide, sell, purchase, receive, isolate, entice, obtain, or maintain the use of a person under the age of eighteen years for the purpose of engaging in commercial sexual activity.
